Feedback after getting familiar with the community

Hi everyone!
Hope you're doing well!
Sorry for the silence during these days. In fact I was trying to get
familiar with this amazing organization. At least I got some best points
about it. But nevertheless, I have two questions that I will really
appreciate if I get answers. The first one is what is the format if one
wants to write a proposal for project. The second one is, I wish to know if
it is start looking at the past projects and try to solve them is the best
way to start or not given thant I am new in the community.
