Proposal: archive Commits mailing list

Hi Alan,

From my perspective, the silence on the list suggests that no one feels strongly about it. From my perspective, it seems to me that Github provides us with everything we need at finer granularity, and I agree with your proposal to just archive the mailing list and not come up with a replacement for it.

Thanks for taking the time to document the issue, and for asking everyone's thoughts on it.
