VirtualBox 5.2.8 is only needed inside the VM to install the Guest Additions on a 4.15 kernel. Fedora 27 recently updated to 4.15 so that was necessary while building the vagrant base box with all updates.
You don't need to update. Usually having a moderately recent version of VirtualBox running on the host is enough to work with the newest VM/guest additions.
