Updating Fluid JIRA to use wiki markup...

Hi, All:

I have been recently working more on the Fluid JIRA instance.  I noticed
that the description and comments fields are not configured to support wiki
markup.  This prevents using code formatting, for starters.  It also
prevents the use of "at mentions", which would allow you to do IRC-like
things like type "@the-t-in-rtf" as part of a comment to notify me that I
should be aware of the conversation.

I would suggest enabling wiki markup unless there are compelling reasons
not to, especially since this is an easy configuration change that can be
trivially reversed.  Please comment in the next few days if you have any
concerns.  Otherwise, I will work with the admins to get this change
applied to the Fluid JIRA instance.
