1.1.3 release steps

There is a slight change to the 1.1.3 release steps. Basically we are going to add in a fix to FLUID-3692 as well.

Here are the updated steps: 
add release related jiras
apply FLUID-3679 patch to Infusion 1.1.x branch
apply FLUID-3692 patch to Infusion 1.1.x branch
update the readme to include info about these fixes
test
update FLUID-3679 with fix version and etc.
update FLUID-3692 with fix version and etc.
tag the release
test the tag
upload release packages to the website
update the 1.1 release page and add links to the 1.1.3 release package
write news item for website
write announce e-mail
