1.1.3 release steps

We hope to begin work on the Infusion 1.1.3 release later today or tomorrow. Below is a list of tasks that we will be doing for the the release.
add release related jiras
apply FLUID-3679 patch to Infusion 1.1.x branch
update the readme to include info about this fix
test
update FLUID-3679 with fix version and etc.
tag the release
test the tag
upload release packages to the website
update the 1.1 release page and add links to the 1.1.3 release package
write news item for website
write announce e-mail
