OSDPL: Temporarily disabling ability to create patterns

Work is beginning today on the design pattern workflow infrastructure.
As a result, you will temporarily not be able to create design
patterns, but will be able to view and navigate the site as usual.

I expect this to be the case for 24 to 48 hours.

Let me know if this interferes with any of your planned work.
