IoC Speculations

I have created a small page where I have written up some of our recent
discussions on the need/mechanism for IoC within our framework -

This motivates the need for such a thing based on the current messy state
of our Pager component, sketches out a possible solution, and also relates
this with another use case for graceful degradation of components that
struck Colin a few weeks ago.
