CLAs added to JIRA and Confluence

Hello everyone, 

I’ve added the fluid CLA to the fluid wiki and issue tracker. You’ll notice this the next time you sign it, at which point you’ll need to accept it to continue on. This is the same CLA that you would get when contributing code to the GitHub repo and if you’ve signed a physical copy. Note that it also specifies the license for contributions, which is CC BY 4.0 <https://creativecommons.org/licenses/by/4.0/> except source code which remains under the specific projects license.
