Internationalization / French translation of Preferences Framework

Email thread below that emerged from a tour I ran last week and a previous
email from Bob Minnery about User Interface Options. Specifically about
the desire (within the Ontario context) to be able to demo a
French-language version of UIO.


>From my conversation with Justin it sounds like we have affordances for
this, but no current French translation (or a language toggle). We do have
them for the First Discovery Tool, which I pointed Bob to below.

This email is more in the vein of an "FYI, we've been asked about this"
than anything else.
