Update: the Inclusive Learning Design Handbook, and docs platform

Hi everyone,

In the lead up to OpenEd 2015 in Vancouver, we had a sprint to finish the
migration of the Inclusive Learning Design Handbook (or ILDH) from a
MediaWiki site into a static site. There were a number of changes as result
of this work:

1. A new re-usable documentation bundle / platform was created to simplify
the creation and deployment of documentation style static sites. The ILDH
is the first such site to use this new platform, with other documentation
sites to follow (like a new documentation site for the First Discovery
tool).

2. For OpenEd 2015, I also created a new guide on the ILDH addressing web
games and simulations. This guide grew from our collaboration with PhET,
and Lumen Learning who we continue to work with to improve accessibility
and inclusiveness of rich, interactive content.

*Future improvements*
Work continues on the docs platform and the ILDH. Notably the following
issues are on our radar:

   - Improve the landing page, and navigation of the ILDH to provide better
   cueing.
   - Add a Search function.
   - Create a "How to Contribute" guide for the ILDH. This will likely
   replace the "Edit this page on Github" links seen throughout the site.
   - Improvements to generation of HTML content specifically automate the
   generation of navigation, simplify the encoding of external links within
   content, and minifying the deployed content.

Thanks to Anastasia, Giovanni, and Alan for the hard work the week before
OpenEd 2015. Attendees really appreciated the ILDH as a resource!
