Fluid JIRA downtime today

Hi all,

The issues.fluidproject.org JIRA instance needs to be upgraded to version 5.1.3.  It should take less than an hour for the process to finish.  I would like to start at 4:30 PM EST today and I will send an email to this list once the issue manager is online again.  If required you can reply to this post or message me in #fluid-work on irc.freenode.net
