Changes to env.js and ResourceUtils in My Collection branch

Hey Antranig and Sveto,

While preparing to merge Sveto's My Collection branch into trunk, I ran across a couple of changes in ResourceUtils.java and env.js that confused me. Superficially they appear to be cruft left over from Sveto's ENGAGE-213 patch, but it's hard to tell.

Antranig can you review the patch I attached to this issue and tell me if these changes are relevant still, or if they've just lingered in the branch unnecessarily?
