Why do some Fluid wiki pages have their names as the URL & not others?

This has perplexed me for some time and I think I finally figured it
out.
... a page named something like "User Testing Scenarios & Tasks will
have an URL like this: http://wiki.fluidproject.org/pages/viewpage.action?pageId=2884786
...while a page named "User Testing Scenarios and Tasks will have a
more "friendly" URL like this: http://wiki.fluidproject.org/display/fluid/User+Testing+Scenarios+and+Tasks
Apparently the wiki can't create a friendly URL when there is an
ampersand (or assumedly any other special character) in the title of
the page....so we probably want to avoid them in page titles.
