Who can vote?

Hey everyone,
A few people have asked me off-list about who is allowed to
participate in our community's formal votes. Great question!
Unlike Apache, we don't want to restrict votes only to people who have
commit access, since in many cases we'll want input from non-
developers. So everyone can vote. That said, there's a responsibility
here: you probably won't want to vote on issues you're not deeply
experienced or invested in, or when you aren't able to contribute to
the effort.
I've added the following section to the voting page on our wiki:
"Everyone in the community can vote. Voting implies a commitment to
get involved, so please refrain from weighing in on issues that aren't
within your area of expertise, or more broadly, within your ability to
contribute."
