This is not a major governance change, so lazy consensus applies as  
usual. Generally speaking, we only need to call formal votes for major  
issues, otherwise, it's business as usual.

This makes a lot of sense to me, and will make it easier to share  
across the two code bases. There's a social side to this, as well.  
We'll want to continue to make sure we're working openly and keeping  
everyone in the loop on our work.

Unless anyone objects, I think we should go ahead and set this up in  
SVN. The only question is what to call it.
