Please delete unneeded Jira Filters

Hello,

It seems that we have collected a large set of Global Jira filters.

Please go through and remove any unneeded Jira Filters. If you have a  
filter that you would personally like to have access too, but no  
longer needs to be global, you can make it private again.

It seems like the following are good candidates to be removed:

Dev iteration filters
old UX iteration filters
Jacob's Task filter
Design Watched filters (I made these for the design team, not sure if  
anyone uses them. Please let me know)
