VULAB-142 - Help Link Activation

Description:
Simple Link Change to the Navigation.

I added a link for "VULab Help" which links to wiki help page, and  
"Survey Help" which continues to link to the system help page (which  
is primarily for survey creation help)

Files Affected:
/admin/include/head.inc


Thanks for your time and I'm sorry about the inability to preview  
live, my access to vulab.yorku.ca is limited atm.
