OSDPL downtime for testing of workflow.

Hi everyone,

Work has been progressing steadily on the OSDPL and we are ready to
begin some testing on the workflow that was proposed a month ago (see
attached diagram).

To do this testing, the OSDPL will be offline Monday, Feb. 23 from 9am
ET to 4pm ET. After this time, the site will be back online and
functioning as it was prior to the outage.

This testing is to help reveal any problems with the workflow using
real-world design patterns on the site. Any issues encountered will
help make a smoother transition in a few weeks when the workflow
transitions from development into production.
