VULAB-168 - Tweak Configs

Blake,

I've reviewed this patch. +1, with the caveat that I think it probably  
makes sense to eventually try to consolidate these different config  
files or at least make sure they're named very clearly based on their  
function. It wasn't clear to me what the difference between  
config.live.php and config.legacylive.php is.

As I understand it, users only need to mess around with one file-- 
config.live.php--to setup their VULab instance, so I think we can live  
with this for now.

I committed the change at r6537. Let me know if it looks good.
