VULAB-171 - All Seeing Eye Patch Needs Review

Hello Hello,

I know I'm bombarding you all, I should have posted these as I made  
them, I just wanted to be sure I got all of the files in the final  
state before I patched.

anyway...

This patch allows the super user to see all projects within the  
system. This was requested by Ron for support purposes.
