Update #21

Closed:
FLUID-2224

Some last minute cleanup that is still needed includes:

1) Extending the fix for FLUID-2017 to FLUID-2243
2) Ensuring that there are no failing unit tests for UI Options  
(FLUID-2215)
3) Reverting changes that were made for FLUID-2121 due to a bug in IE  
and Opera
