User testing environment for layout reorderer

Is it possible to add another portlet to the uPortal mock-up? Our
user testing protocols assume there is an announcement portlet at the
bottom of the page which isn't in this version. I started to edit the
protocol but it basically changes everything so I thought I'd check to
see how difficult it would be to get that portlet added.
