I have created an initial version of a table of contents for the Fluid
release manual at http://wiki.fluidproject.org/x/VAAs.  It can also be
found through the link User Manual ToC
<http://wiki.fluidproject.org/x/VAAs>  at the top of the left-side
navigation bar in the Fluid wiki.  All the pages referenced in the ToC
have been assigned the label manual -- another way to locate them.  They
include all the pages labeled "release" in the 0.3beta.

The idea was to create an organized table of contents with distinct
sections, supplemented by annotations to assist the reader in
understanding which pages contain what kind of content.   Right now, the
annotations are simplistic and incomplete, and some of the sections
could do with reordering, but it's a start.

I invite comments and suggestions.  Does this seem like a useful
approach, now that we have an example?  Are there things I could do to
make the page and its contents more coherent and useful?
