Resolved FLUID-513

Hey Anastasia,

Great work merging the tabindex and keyboard navigation plugins into  
one. This is shaping up to be a nice keyboard accessibility plugin for  
jQuery.

I've separated out the tabindex code into its own closure to clearly  
show its independence from the rest of the code. I also added  
ScriptDoc comments for each of the public functions. This should  
resolve FLUID-513. Do you want to take a look and verify?

Next up are API improvements to the keyboard navigation functions.  
When I was preparing examples for the Fearless JavaScript workshop, I  
noticed a couple of small improvements that will make it easier to use.
