Welcome Ray Davis as committer

Hi everyone,

I'm pleased to say it was a unanimous vote to make Ray Davis a Fluid  
committer.

Ray, we'll get you set up on the SVN server and the appropriate  
mailing lists tomorrow, and then you can move Gallery and the new File  
Upload component into the Fluid repository.
